The Long View · Dwayne Chauhan, Group CEO, Vancis Capital
Argentina's planned citizenship by investment programme can be the most significant launch our industry has seen in years. Since the Minister of Economy presented it in Paris on 2 October, it has been the first question in most conversations at Vancis Capital, from clients and from our professionals who advise them.
We want this programme to succeed. Argentina is a G20 country with a strong passport, and citizenship of a country that size carries a weight very few programmes can match. A well-run Argentine programme would be good for applicants, good for Argentina, and good for the standing of investment migration as a whole. Vancis Capital has opened pre-registration.
A launch of this size also deserves care. As the details are finalised, there are three things we are looking for. These are the questions any serious applicant will ask, and a strong programme will be able to answer them.
The programme rests on a presidential decree from May 2025. On 30 June this year, the National Electoral Chamber, the appeals court responsible for citizenship matters, declared that decree null. The government has appealed, and the case is now before the Supreme Court, which has not yet ruled. A bill to repeal the framework has also been filed in Congress.
I have no view to offer on Argentine politics. A country of Argentina's size will test a measure like this in its courts and its Congress, and that process has to run. Until it has, the legal foundation is unresolved, and applicants should know that.
Our industry has seen why this matters. Moldova passed its citizenship by investment law in 2018. A parliamentary election followed in February 2019, new applications were frozen that July, and the programme was repealed in June 2020. What protected the families already inside was a rule that accepted applications would still be processed. A provision like that is the first thing we will look for in Argentina's final framework.
In established programmes, a government unit runs the process, licensed agents submit to it, and the line of responsibility runs from the applicant to the state. Argentina is building its own model, with specialist firms supporting the government in the programme's design and launch.
Different models can work. What an applicant needs is the same everywhere: to know who receives the file, who is responsible for it at each step, and who to turn to if a question arises. We look forward to seeing that set out in the programme's published procedures.
The planned contribution amounts are public: $350,000 contribution to the National Treasury or $800,000 in a dedicated government bond. The remaining fees and the expected processing time have not yet been published. Timing matters for a second reason. Argentina holds a general election in October 2027, and applications filed in the programme's first months may be decided on either side of it. Applicants will want to know how a file in process is treated, which brings us back to settled law.
One point already in the law is worth knowing. Argentine nationality cannot currently be renounced, whether it was acquired by birth or by naturalisation. To many of our high net worth clients, this matters.
Clients who want Argentina can pre-register with Vancis Capital now. Places are expected to be limited and allocated first-come, first-served, so preparation counts. We tell each client what is confirmed and what is not, and we put it in writing.
We also ask what the citizenship is for. If the aim is a stronger travel document from a major country, Argentina may be exactly right. For most other clients, there are other routes with clear legislation and a proven track record that are open today.
Citizenship is not a transaction. You apply. You invest. You are assessed. A programme of Argentina's stature deserves a process that honours each of those steps, and I would like nothing more than to write again soon to say the law is settled and applications are being filed.
